Facilitator's Bio
The facilitator, Khadijah El-Usman, is a legal practitioner and Privacy expert with almost ten years of professional experience and a leading voice in digital rights and data governance in West Africa currently serving as the senior programmes officer for the Anglophone West Africa Region at Paradigm Initiative. She has initiated and supervised strategic litigation on data protection, platform accountability, and technology-related human rights violations, working closely with legislators, government agencies, and civil society to promote rights-respecting data governance frameworks.
Khadijah has played a key role in shaping digital policy across the region, engaging with parliamentary committees, regulatory authorities, and pressure groups to advance privacy protections and evidence-based digital regulation. Her work has strengthened the capacity of law enforcement, the judiciary, civil society organisations, journalists, and public institutions to understand and apply data protection standards and human-rights-centred digital frameworks.
She is an alumna of the African School on Internet Governance (AfriSIG) and an Internews ADAPT Fellow, where she deepened her expertise in global technology governance, data protection enforcement, and freedom of expression online. Khadijah has led multi-stakeholder digital rights programmes, contributed to regional policy dialogues, and represented African perspectives in international fora on digital transformation and internet policy.
